With doubts going around DEXA scans, is it possible that humans have adapted inaccurate depiction of certain body fat percentages?

Based on observations, most people always say that “to be conservative, the actual body fat % is higher than this”. Is it just possible that everyone was inaccurate and now we have a tool that claim to have 1-2% error rate, and showing overall lower body fat% in general?
