Building bigger shoulders?

As the title says im newish to training doing it on and off last few years but want to get more serious with it my Delts/shoulder have always looked flat where as my biceps and triceps just stand out a tone more, im working with dumbells and a OHP bar, whats your routine, also im confused with form anyone send me a video on youtube of good form i see videos saying certain form is bad then some say its good, im all for safety first.
